Update to package causing Jobs to fail

The issue has been resolved, and all affected systems are now functioning normally as of 11:16AM UTC. Between 09:20AM UTC and 11:16AM UTC an issue was introduced to the spark-utils package which resulted in a compilation error causing Jobs to fail.

In dispatch: No macro named 'assert_not_null' found within namespace: 'dbt'

The change was rolled back after discovery of the issue. This issue impacted projects that do not leverage a package-lock file or updated the package lock during this window.
